How to sell a car when the documents are lost

Short answer: Yes, a car can be sold even if the registration certificate is lost or some of the paperwork is missing. The Estonian vehicle register is electronic: who owns the car is in the Transpordiamet database whether or not you are holding the printed document. A sale needs three things — an identity document, your name as owner in the register, and a sales contract. A replacement certificate costs 18 euros through the e-service. A lapsed inspection or missing insurance does not block the sale.

“The papers went missing when we moved”, “the certificate stayed with my ex-husband”, “the folder was in the glovebox and the car was broken into”. We get calls like this every week, and almost every time the owner is convinced the car cannot be sold without the documents. It can.

What a sale actually requires

The vehicle register in Estonia is kept electronically. The owner and the car’s details sit in the Transpordiamet database, and the paper certificate is a copy of what the system already holds.

Three things are needed to sell.

An identity document: ID card, passport or driving licence. Without one you cannot sign a contract or confirm the change of ownership.

The right to sell the car: you are the owner in the register, or you hold a notarised power of attorney from the owner. A user or responsible user cannot sell the car.

A sales contract: in writing, with the car’s details, the price and both signatures. We draw it up on the spot.

Everything else — the registration certificate, the service book, the second key, a valid inspection — affects the price, not whether the sale can happen.

The registration certificate is lost

The most common case and the simplest. A replacement is ordered through the Transpordiamet e-service for a state fee of 18 euros and arrives by post. At a service office the same thing costs roughly a fifth more.

For selling to us the replacement is not required: the ownership change is filed electronically, and the register entry matters more than the paper. If you are keeping the car, though, it is worth restoring — you need it on the road.

No inspection or insurance

Neither one blocks a sale. The register will record the change of ownership with a lapsed inspection and with no policy in place.

The limit is a different one: a car like that may not be driven on the road. So we collect it ourselves, by tow truck or on our own plates — that part is our problem. More on the selling a car without inspection page.

The owner has died

There is no shortcut here. While the car is registered to the deceased it cannot be sold, because the buyer will not be able to register it. First the notary and the inheritance certificate, then the transfer to the heir, and only then the sale.

How that works and what the deadlines are, we covered separately in the article on what to do with a deceased relative’s car.

The car is on lease

Until the balance is cleared the leasing company is the registered owner, and the sale has to be agreed with them. Missing paperwork is secondary here; the matter goes through the lender. Step by step in our article on selling a car under lease.

No key or no number plates

A car with a single key sells without trouble; the second set only affects the price. If there are no keys at all, that becomes a question of opening the car and cutting a new one — we take those as well, but the price will be lower.

Lost number plates are replaced through Transpordiamet. It makes no difference to the sale: the car is transferred on the register entry regardless.

How a deal works with us

You write or call, describe the car and say which documents are missing. We give you a figure, come out and look the car over. If we agree, we sign the contract, file the ownership change in the e-service there and then, and hand over the money. We collect the car ourselves.

If you are not sure your case will work, just write and describe the situation. We will tell you straight away what needs doing, and whether anything needs restoring at all.

Frequently asked questions

Can a car be sold without the registration certificate?

Yes. The ownership change is filed in the e-service on the basis of the register entry. A replacement certificate can be ordered for 18 euros, but it is not required for the sale.

What does a new registration certificate cost?

18 euros through the Transpordiamet e-service, delivered by post. At a service office it costs roughly a fifth more.

Can a car be sold without a valid inspection?

Yes, it does not block the change of ownership. Such a car may not be driven, so we collect it ourselves.

I am listed as the user, not the owner. Can I sell the car?

No. Only the registered owner can sell, or someone holding a notarised power of attorney from them.

Does the sales contract have to be in writing?

Yes, and it protects both sides. It records the car’s details, the price and the signatures. We prepare it on the spot.

There are no documents at all. Is it hopeless?

No, provided you are the owner in the register and have an identity document. The rest is either replaceable or not needed.
